I'm guessing that's some sort of masking on the wheels and not the lips being all cut up like that.

My thoughts too... I thought someone just curb rashed it a lot.. looks like some sort of masking tape for some reason

Yeah, it's just tape.
It looks like a big Hot Wheels car, but I think that's the look this person is going for.

I'm not a fan, but I give the guy credit for what looks like a LOT of work.
I think it will definitely look unique as long as the work is A+.
I wouldn't do it though.
