Just a European standard. Same for the tow hooks and the rear wheel well fender flares (the tire cannot exceed the width of the body).
I like the flares myself. Hope I can find a set.

but does anyone know why, they actually need headlight squirters? i understand the tow hooks for importing over seas. and the fender extentions. we have the same laws here. i guess theirs are just a bit more strict.

Dirt buildup on headlamp lenses increases glare to other road users, even at levels too low to reduce seeing performance significantly for the driver. Therefore, headlamp lens cleaners are required by ECE Regulation 48 on vehicles equipped with low-beam headlamps using light sources that have a reference luminous flux of 2,000 lumens or more. This includes all HID headlamps and some high-power halogen units. Some cars have lens cleaners fitted as standard or available as optional equipment even where the headlamp specifications and/or prevailing technical regulations do not require them. North America, for example, does not use ECE regulations, and FMVSS 108 does not require lens cleaners on any headlamps, though they are permitted.

The problem is that there is a whole bureaucracy in Europe whose whole job is to kick out laws about lighting (as well as everything else). When HID just started hitting the market they came up with all these laws before the cars were even on the roads. They also require some kind of leveling system, so if there is not a level switch in the interior, then the headlights on this car are self-leveling.

Looks like the changes won't make it to the US...some might find that welcome.

Chevrolet's PR representative apparently told the Euro car site that the changes were made largely for European market compliance, and that there were no plans to bring the changes back to the States.
