If you actually do the research to look at the standard features, there is no steel wheel option. This is simply a test vehicle that they put no added features on like rims, or anything extra, to simply test the market viability and the engine before they go into production.

For $1635, not much more than aftermarket wheels and tires, you can upgrade from an LS to a 1LT, which does have aluminum wheels standard along with foglights and a few other goodies.
I ain't gonna lie, Camaro came in a little pricier than I was hoping, but I think they spent the money where it counts.
Ford has done an excellent job keeping Mustang price of entry low, but there are some compromises there.

plus it adds a power seat. i think.
and it doesn't "kill it" for me but i would rather not have onstar. well i just looked and onstar is standard even on the LS.
i'd like the LS to have the 19" ones standard.

Yes, they're doing the exact same thing now. They have to rack up something like ~1,000,000 miles on the cars (I think that's a sum of them all, not individually!) before they can be declared releasable for sale. At least that's what I heard .

Seats: front Sport bucket, includes power recliners, adjustable head restraints are listed as standard across the board on the .pdf at chevrolet.com/camaro
If the LS had the 19" wheels standard, it would likely be as much as the 1LT. It simply wouldn't provide the price differentiation that they would need.
Not saying it wouldn't be nice, but I'm sure there's a good reason. If they could have put 19" alloys on the LS at $23,999 they would have.

I wish the car came standard with a set of 17's! Heck, 18" tires can get pricey!!! 19's?!?!?!? 20's!?!??!?!! Yikes!!
BUT, looking at those steel 18's, I actually think they're not too bad ... from the ~10' angled shot, they appear to blend right in to the black car in the pics. And they do have a reminiscent "rally wheel" look to them w/the trim rings .
