As a GTO owner I can assure you that those are '05-'06 gauge cluster. The headlight switch to the left of the gauges is another clue. The seat bottom (not the visible section at the top) is also from a GTO. I think Charlie's right and this is Camaro Concept skin on top of a donor GTO body.

This car's development is breaking just about every GM rule, and seems to be funded through stopgaps instead of waiting for approvals. It's going to be done quicker than anyone expects.
