Modify the SS's LS3 with a higher-performance camshaft, maybe the "hot cam" in the crate-engine LS376/480. Squeeze a few more ponies out with a better tune, upgraded fuel injectors, etc.
Lighten the car, if possible. Obviously, this can't be expensive, so carbon-fiber body panels are out of the question. Maybe some lightweight wheels and suspension components, as well as a lighter hood and trunk lid. Every little bit helps.
These lightweight suspension components have to improve on the SS's handling. The Z/28 will ride a little harsher, but it will have stellar handling.

Either a larger cowl hood, or a functional hood scoop (similar to the photoshop done by Motor Trend) would work well.

I think the accessory ground effects' rear valence should get the nod over the concept's.

I'd love to see something similar to these looks-wise for the Z/28. I love the chin spoiler - a nod to the one on the '69 Z/28. Paint it flat black just like these. I also love the hood on the two PHR cars. Through in a lighter hood, rear deck and spoiler (and make the gills on the rear quarter functional ). Performance wise - lighter and wider wheels, more aggressive tire, spring and shock package. And of course a massaged LS3 or possibly a "poor-mans" version of an LS7. That's my dream Z/28 anyways.
