Because of the regulation changes last year in certain states. Not anymore. You can not title one in California with out California emissions.

The 2009 model year offered a 50 state emissions. The 2010 offeres a federal emissions or California emissions.

Are you saying that the emissions/override on each car is based on the buyer's state (might be difficult to verify) or if dealer ordered, the dealer's state?
If the car is later sold, does the new state have a data base of VIN's or models or whatever that is used to determine eligibility to be titled?
How would I know if the used car I was purchasing was eligible to be titled in my state?

In most states like California once the vehicle has 7500 miles on it the law doesn't matter. California is the worst. The other states listed we can sell to but they have to have a emissions test done before hand to title it.
