Will there be a B4C 2010 Camaro?

It is the police package, which for any given car generally has all of the performance options (including some heavy duty options like transmission coolers and stuff that might not even be available on other packages) and none of the amenities, a.k.a. a "stripper" package. Lots of guys want exactly that.

5th Gen Police Package?
If you could keep us updated, that would be great. I'm thinking about buying a RS/SS now, but may hold off the the police package is going to be a reality.

Although the requirements vary company to company, in general, to get a severe duty/special service/police interceptor, you have to:
1. Be a purchaser for a law enforcement agancy
2. Have a security company
3. Buy in some type of bulk, anywhere from a few to hundreds.
There are other ways:
1. A police or security agency cancels their order after the vehicle is made, then the dealer can sell it to whoever has the cash.
2. You basically have a security or other agency that buys in bulk get one for you (they basically buy it, accept delivery, and sell it to you at cost).
3. You have a dealer who will "fudge" your order for you, ie: verify that you meet the requirements of purchasing this vehicle (not likely unless you're related or have an abnormally close relationship with this dealer because they could potentially get into quite a bit of trouble over it).
4. You buy a used one at auction.
Another item I hope you aren't thinking is that buying a B4C Camaro will get you a car that is significantly quicker than an SS.
The pull with police vehicles (I've owned quite a lot including my current 2002 B4C) is not the performance... it's the DURABILITY. These cars tend to have industrial strength cooling systems, alternators that can power a small house, better suspension pieces, often more durable cloth on the seats, and a slightly lower price than the civilian version because of a lot of the bells and whistles that are standard are either options or deleted from police version.
Honestly, I wouldn't hold my breath waiting for a 5th gen B4C Camaro. The only notable thing the 2002 B4C had over the regular base Z28 (save the relocated remote hatch release) is the 1LE rear suspension parts. A few agencies are putting regular Challenger R/Ts into service, and Ford has made no effort to re-enter the Mustang into special service duty.
There's good reason why no one's as intrested in pony-based police cars anymore...... there's no need for them anymore (not to mention that regular performance versions today are mechanically up to the challenge of police work).
Special Service Mustangs became famous because sedans in the late 70s to the mid 90s had relatively long "take-down" times. An important issue with Highway Patrols and State Police. Camaros got into the fray as a competitor to the Mustang.
However, if a law enforcement agency has a choice between getting 2 different cars (one that can haul arrestees and another one to catch speeders) or a single sedan that can do it all, they will get that single sedan. Sedans are faster today. The Dodge Charger is pretty much mopping up former Crown Vic LE buyers, most recently gaining the CHP as the newest large bulk buyers.
If there were no more RWD sedans on the market, then there would be a strong reason to invest in a pony car based police car. The demand for a High Performance RWD police vehicle would still be there, and if Camaro, Mustang, and Challenger were the only American made games in town, it would be good business to create LE versions.
As it is, with Chevrolet looking to drum up intrest and sales of the upcoming Caprice, and the probability that CAFE fits into this somehow, I suspect the chances of a Camaro B4C aren't all that encouraging.
But that doesn't stop law enforcement from buying regular cars if they need 'em.

This was at Woodward when we were there. Whether or not it is 'technically' a "B4C" I do not know, ...but this was provided to them from Chevy. We talked with the officer who was assigned it and he commented that he loved the light package, ...Oh, ..."...and it goes really really fast..." (his comment )
He did turn the flashers on for us but (obviously) they don't show well in a still shot...

quionm is dead on.
Biggest difference is heavy duty equipment. And its not just trans coolers and the like, they put severe duty hoses, better belts... etc
But there is no super secret ninja interceptor tune.
But they still have power windows, power seats - etc. We had an ordeal where 10 cars went back to the dealer because someone messed up the order and didnt get the power seats. It violated a union contract i guess.
You can turn any car into a police car.
One of the other things the public service package cars come with (as an option) is a lot of the wiring pre-run. Power to the trunk, seperate fuse block. Equipment tray already installed.
I used to do installs and retrofits on the crown vics and some of the SUVs, i've seen them come in a variety of ways. Sometimes they dont order the pre run wiring to save a bit of money, which means we have to run *all* the wiring.
What you *really* want is a 1LE
