Don't be so cynical ,it is a used car and may have the wrong dip stick ,so maybe he is just checking to make sure.

Once again, do you really believe in the PDI process or the "safety inspection" for used cars?

For used cars? Depends. I'd NEVER trust ANY independent shop - period. Some dealers I don't trust.
I'm a tech at a Lincoln/Mercury dealer and I do my share of PDIs. First thing I check under the hood are fluid capacities. They often are low to save on shipping weight. I can't believe a tech actually missed that. I mean, he works on those cars daily, and should know them like the back of his hand...
And about the used car thing you mentioned. I just assumed because you were talking about an 04 that it was new. That's even worse if a dealer AND an independent inspection station missed it.
And its good to see that your friend isn't doing the oil change himself. God what a PITA these new Crown Vic/Grand Marquis/Town Cars are with the new K-member and rack and pinion.

I usually buy used or leased since those are usually better taken care of by the dealer forcing you to do service work. In any case, I bring along a compression gauge and I check all the fluids. If the fluid seems too fresh, I get nervous. Maybe you flushed the tranny so I don't smell the burnt fluid or see the debris in the pan.
I knew of a tech that would do inspections for used cars. He would take a 6 pack along for the ride. If you think I trust that the tech is sober and doing his best for me and the dealership is honest, you got another think coming.
