gas gauge problem

I think its the sending unit.
I hate to contridict people, but my sending unit went bad and I had the same type of indication. Mine at least went to 1/4 vice empty.
There is a connector under car between the rear fire wall and the gas tank. Disconnect it and take an ohmmeter reading on the sending unit. If it is higher than 150 ohms (infinity or in the megohm range), the sending unit is toast.
If you can get a resistance box, plug it in to the guage side of the connector and adjust from about zero to around 150 ohms. If you need the exact range, ask and I'll look it up. The needle should respond to the resistance input (ignition in on or no electron flow).
I made a 200 ohm box to test this and other sending units. Its not too bad to create. Radio Shack has all the parts.
