Taillight/Brake Light Problem...???

Question Taillight/Brake Light Problem...???

Something weird is going on here...I just installed new taillight bulbs (yes they are the correct type) on my '90 Camaro, and when I turn them on, they are very bright. However, when I step on the brake petal, you can't tell a difference in the brake lights and the taillights. When I turn the lights off and step on the brakes, the lights come on but they are dim. It seems they are reversed: brake lights are dim, taillights are bright. Initially, I had one taillight that was brighter than the other, so I changed them out. A guy at work says that the bulbs have a "high" prong and a "low" prong and I have them mixed up. There are two prongs on the bulb, but I've never heard of this-they look exactly the same. I did replace both bulbs also. Any help is greatly appreciated.
