The IAC having 0 counts, is that a good or bad thing??

Also, what are BLM's?

0 count IAC is bad. That means that the engine is getting all the air and possibly more it needs without opening the IAC at all. You typically want 20-30 counts which gives it room to adjust itself. What that can mean is that there is a leak somewhere in the system. Have you checked for that?

Spray the hoses with squirts of brake cleaner. Pretty mych every hose from the TB to the firewall that carries air. If the RPM goes up, that means the leak is there. Supposedly another way is to use a propane torch with the flame off doing the same thing. Either way, you need to be out in the open.

If no leak is detected, the next thing would be to make sure the TB is clean. That means removing the IAC housing and the IAC and make sure there is no carbon build up on the IAC pintle. If that is ok then maybe you have a bad return spring which is what is supposed to close the TB blades, assuming the blades are fine.

My throttle does the same thing except it just slowly drops down from about 1500 rpms. My pedal is also really stiff while the car is on, but when it is off the pedal is easy to push. Think maybe my blades are sticking too?

My pedal seems to be fine, I don't notice it being overly stiff or anything. Mine will actually stay at the RPM forever until I tap on the pedal real fast and hard. It's kinda scary to be driving around at 50 and letting of the gas and having the car continue to go at 50. Feels like the cruise control is on or something.

Don't know if it's related, but the engine is rough even above idle, then smooths out as the revs go up, like say past 1500 to 2000 rpm. Idle at about 600 rpm really shakes the car. The shake is very consistent pattern, like I have big cam in there or something. As I gently step on the pedal, the shaking gets less and less violent as the revs go up. Is this related to the TB issues??

Unless your throttle plates are loose, I doubt it.
