What heads to build a 400hp 350.?

What heads to build a 400hp 350.?
I have a friend with an 83 Z28. His target is 400 hp behind a 700r4. He is tossing the stock motor which looks like a 305 and going with a 350. Assuming he is not going to want to go past 400 at the crank is there any factory options for heads? What are the cheapest aftermarket heads?
