Question ZZ4 for Early 3rd Gens

I remember reading an article a couple months back about GM making a CA Smog legal ZZ4 for the early 3rd gens with the old LG4 305 carb V8. Anyone know where I can find some info on this? I'm thinking about buying an 83 Z28 for a few bucks. It would be a nice car to build for my little sister.
