My insurance company sucks *****, and they want me to pay for it. Even though she rear-ended me.

You best get the insurance to pay for that. That quarter panel is one of the most expensive parts to replace in terms of labor charges. via progressive: remove/replace $250 for a used/recycled panel w/23.5hrs of labor - refinish 3.9hrs
total hrs = 27.4 * 40/hr = 1096 + 250 = 1346 and that is just for that panel. You still have to add in the rear bumper for repair/refinsh

Your insurance co. shouldn't even be involved, you need to be talking to her insurance co.
