NHRA tech requires that the shoulder harness strap attachment points must be level with the shoulders, to no more than 4" below the shoulders. I believe the reasoning it that in a crash, near vertical shoulder straps (e.g. attached to the floor) will place your spine in compression. Note also that many "racing harnesses" are not USDOT approved and are not legal replacements for factory belts, for street use.
I've had the floor area around the bolts that hold the seat brackets to the floor crack and let the bolts move around. That area is definitely not strong enough to anchor any part of the harness.
