Silver, I don't have first hand knowledge on this. but from what I have read there is a vac sensor on the CCP (Charcoal Canister Purge) system. If it detects vacuum when the CCP solenoid is not activated this code is forced. On my '95 the CCP solenoid and vacuum lines setup is on the pass (left) side of the intake manifold. The vacuum switch (#11 in the diagram referenced above) is correctly or erroneously reporting vacuum in the line when there is no PCM call for it.
If it is correctly reporting vacuum, the EVAP solenoid is probably stuck open (easily checked with a vacuum gauge).
If it is erroneously reporting vacuum, the switch might be bad.
