Scan programs are not very useful in troubleshooting no-start problems. But you can start by reading any trouble codes that are displayed. If there are any, the no-run scan might be of some use in confirming a defect. Are any DTC's (trouble codes) listed? If so, you might want to start a new topic for this problem. Not everyone who can help will be reading this topic.

yea my no start problem is something to do with the injectors. I wasn't interested in finding the problem for that in this section. there are no dtc codes wich seems odd bc I had a lot of trouble with this car recently just did an opti change a week ago along with new top end minus the cam a yr ago. Anyways I did see in elect. faults it shows evap purge (ccp) solenoid open?

If you have disconnected the battery for any length of time, there will be no current codes listed. None will appear until the engine runs or at least turns over fast enough to start the DTC setting process.

I have a stock 6 speed 94 Z28 that I connected with a new ALDL cable. Drivers installed and com port recognized but not syncing and while we see some data much of the app is not working correctly...no codes, etc. Could it be because I downloaded the SCAN9495-V6? It had the latest date. Should I use the SCAN9495 instead?
Is there another place I should be asking questions like this?

sorry for the late reply, but no it does not work with windows 8, ive tried in everyway i know how to get it to run, but it says that it is not compatible with my operating system

He seems to have had no issues with Win8 compatibility.
In both cases they may have it set to Win7 compatibility mode, if that exists on Win8.
Also, make sure you have the free Microsoft .Net Framework version 4 or higher installed. Select Control Panel, then Programs & Features for a list (for Win7, may be different path for Win8). If you don't have it, you can get installers for both version 4.5 and the Windows 8 upgrade for 4.5 here: Download Microsoft .NET Framework 4.5 from Official Microsoft Download Center

If you haven't already figured, this app is done with VB.net 2010 Express, with no extensions or special controls. The basics are just that, extremely basic techniques mostly using serial port reads and writes. I use a digital scope to watch what I am doing in order to tweak the timing in order to try to balance efficiency and reliability. I use a bench-top 94 Formula PCM setup with ABS and SIR modules attached. Nothing magical here; as I have mentioned repeatedly here and in other forums "This is too easy! Why aren't there more of these available?"

The new version is posted with the date of 27Sep2013. I left the August version there also in case this doesn't work out just yet. None of the instructions are updated yet so this is just an early release for evaluation for some of the more adventurous of you guys. The app is always recording data but not necessarily to disk depending on the checkbox setting on the engine tab. However you can save to disk after the scan is complete, but before exiting or resetting. The Connect button now serves dual purposes of starting the connection and resetting (erasing) the data. Also, more of the settings are "remembered" so you don't have to set them again each time.
I also uploaded a sample recording file so you can see something happening.

I downloaded this app on windows 8 and I must say it is very user friendly. I may be 25, but after XP I have been computer retarded. It is very well organized, and I highly recommend this for use by any Lt1 guy. I am now getting the itch to do a bit of basic tuning, and this program is perfect for logging! Thanks again GaryDoug, you deserve an honorary Golden Opti!

Finally have a release that isnt a beta version (1). Tried to make it more friendly for Win8 and/or touch.

Kind "Wife" got me an early Christmas present this week, a Win 8 hybrid pc (tablet/keyboard). I installed the drivers for the cable and installed the Scan9495 app as usual and it all works fine without any real problems. The scan time is about 25% slower than my desktop pc because this is a fairly slow tablet-style pc, but otherwise there were no errors. Guess I can finally say with some assurance that this is Win 8 compatible.
