WTF are "readiness" codes?

I am trying to go through emissions here in Phoenix, and they cant scan the car because of readiness codes. What are these, and how do I get rid of them? I just bought LS1 Edit....will that work?

basically when you throw a check engine light (or a code that doesn't cause a check engine light), or if a system states its not ready, or if you've reset your pcm in the past 500 or so miles, an OBDII testing station can't test you.
