the type of wheels will make a bit of a difference but a 28x10 should be on a 8"-10" rim, depending on tire manufacturer. Even on an 8" rim a 4.5 bs is not enough for a 4th gen with stock width rear. The wheel would stick out too far and you would probably have contact with the fender. 8" wheel use a 5.5 - 6.5 bs. 10" wheels use a 6.5 - 7.5 bs.
I have 15x10 with a 7.5bs. Hoosier 27x11.5's. They fit very nicely. I did have to masage the backside of the well in the front a bit but not much. I also cut out the bump stops. The tire would hit them when jacking up the car with the suspension unloaded.
