Because the Opti was not "invented" by GM. The optical sensor portion was developed by Diamond-Star Motors (Mitsubishi + Chrysler) for the 3.0L V6 they used in the late 1980's Chrysler and Mitsu cars. They just had the common sense to mount it on top of the engine like a conventional distributor, instead of under the water pump......
