Getting about 1100 what to buy!

Getting about 1100 what to buy!
I have a catback system, cutouts, ignition, intake, PCM tuned, thermostat, all that stuff. I'll be getting about 1100 dollars in the next month or two and I need help on what to get next. I was thinking either headers and a y pipe, but the thing is, I need to find a place where I would pass visual inspection here in Virginia, and I don't want to spend all that money on something they will have to take off. My next choice is a WS6 hood from Moore Performance. My third choice is a full black interior with black leather seats, carpet etc etc. My other choice is of course a torque converter. My last choice is getting new wheels and tires on my car, because the tires on there now have barely any tread in the back. What do you guys think? I'm really leaning more towards the wheels and tires, as I won't have to pay for installation fees etc.

You could get the MACs that come with a y-pipe, and I think they also come with cats. Or you could get the long tubes and get two high flow cats off ebay and then get a speed shop to make you a y-pipe. That's what I did, it cost about $1000 total with Jet Hots. The MACs are like $650 from Jet Hot. You could also get heads and a cam from Lloyd for about $1200. Of course you'd have to either send your heads to him or buy some off ebay for about $240; I did that too.

I forgot to add, the Jet Hot LTs can be ordered with all the emissions hook-ups. I got them with the hookups but I plugged the air injection fittings. I got it inspected with the fittings plugged and the air pump off and the guy didn't notice. I assume the worst they could do is fail you so you have to put the stuff on and come back.

For starters, (in my opinion) half of your "choices" aren't going to happen with $1100 like the wheels and tires, and interior; that is if you plan on buying new parts. Some one else said a head/cam swap, which would be a little pricey for what you've got. I would say go for the headers and/or torque converter. Or another route you could go would be get the headers and a pair of drag radials for your stock wheels, which would kill two birds with one stone.

I wanna get LT's If LT's and a y pipe is too expensive i'll get a torque converter with wheels and tires. How are they not gonna happen?
I priced out carpet, and floormats etc. and it was about 1100...
Same thing with wheels and tires, I can get the sizes and wheels I want for about 800-900 bucks brand new.

Ok, your interior may be close depending on where you get your stuff. My brother priced leather seats one time for his firebird and they were around 700 bucks for the set (may be + or - some). I was looking at new carpet not to long ago and if I remeber correctly it was in the 200-350 range also depending on where you purchased it. Floor mats are going to be anywhere from 75-150 depending on what you want. Also, is your interior panels tan? If so, and you replace them with black ones, that will put you way over the budget. Just my thoughts and the prices may not be exact, just an estimate.
With the wheels, I'm not for sure what your looking at, but when I got my 18's they were $159/wheel, + tires, which all added up to around 1400 bucks shipped. 160 bucks/wheel is a pretty cheap set of wheels. Maybe you are skimpen a little on the tires, but this is just from my experience.
I would still suggest the headers and drag radials.

I would get 3.73's, but I have 3.23's in now and it wno't be that much of a change to put those in, plus I don't have the money for THOSE to get installation, and don't feel it's worth it.
