My unique headlight problem.

My unique headlight problem.
A search didn't pop up any helpful info. Chilton's manual wasn't halpful either! I cannot find the headlight fuse and relay on my '97 Z. I have looked in both the interior fusbox and the engine bay fusebox, but the only thing I have found is the relay marked for fog lamps.
When i bought my car (used) a month ago, I noticed that the high beams and fog lights came on at the same time...whether I turned on the fog lamp switch or the high beam switch. Now, they are both dead and I can't read any voltage to the high beam leads at the socket. I couldn't get to the fog lamp sockets so I wasn't able to check there.
I'm hoping it may be a relay rather than a short/ground somewhere. That can end up a difficult task to rerun wiring!
