Problems with pulling in the front?

Ok I know I need maybe new rotors because when I stop it pulls some....But my main issue is my steeringwheel seems to be lose. By what I mean lose is oversteering and the response just isn't their. Now when I had it for for rotation and so on It was off, it drove better afterwards but soon started this lose front end feeling? Maybe it's just me. It's a 2002. but I do have 17inch SS wheels

how many miles are on it? sounds like worn out tie-rods, that may be why its pulling to one side, also if its the brakes it will be a caliper sticking, not the rotor.

25,000.???? Also if I'm going real fast I'll get heavy vibe when I go to slow down, shakes the steering wheel BAD! almost lose control.

Sounds like warped rotor(s) to me.
