Seat back goes back not forward. to let rear seat access. Is there a trick?

Seat back goes back but not forward to allow people in rear seats. I'm not a mechanic and not a complete goof. The lever makes the seat back go back but not forward.
Is this a common problem? Am I doing it wrong? Is there a trick?
Thanks in advance..

I have Firebird seats, but Camaro should be similar. Are you using the correct release?

Lever on side of lower seat cushion is only to adjust the seat back angle. There it a small plastic latch/**** on the rear of the seatback that you lift to release the seatback and allow it to fold forward. If the **** won’t lift easily, pull back slightly on the seatback to release the ****.
