CAGS stands for Computer Aided Gear Selection. This was factory installed on all 6 speed transmission Camaros sold from 1994 on, and is still installed in many manual transmission GM vehicles. CAGS allowed for fuel savings on 6 speed vehicles by allowing the driver to shift from first directly to fourth gear, which was enabled between 1500 and 2500RPMs while in first gear. A solenoid was activated, which locked out 2nd and 3rd gears, and allowed a smooth transition from 1st directly to 4th gear.
Many drivers, especially enthusiasts, found the feature to be annoying at best and quickly located and discovered a means to easily disable this feature by disconnecting the harness that enables the computer aided gear selection. On 94/95 models, this is all that is necessary. On other models, a small resistor is (2000 Ohm) is needed to prevent the SES light from turning on.
Skip Shift Eliminator kits were also created to allow for a "plug and play" bypass of CAGS rather than having to go find the correct resistor and wire it in without instruction.

It doesn't just save fuel -- it prevents the cars from being laden with a gas guzzler tax.
I don't see how it's annoying. It only comes on at part throttle, so you're obviously not trying to go fast, and you have lots of choices to avoid it:
1. give it a little more gas
2. continue accelerating in 1st past 2500 rpm
3. double clutch
Having said that, I disabled mine. The previous owner of my car bought but never installed a Skip Shift Eliminator kit, and included it with the car. I installed it about a month after buying.

its purpose is to conserve more fuel.... but its doesnt really work... you can buy the skip shift connector that will eliminate from from skipping to 2nd to 4th. i got it on mine. and i dont have to worry about jumping two gear...

I don't know why anyone would worry. It's very simple and easy. When 2nd is blocked by the skip-shift solenoid, the shifter slides easily into 4th. It'll throw you off briefly the first 2 times it happens, and then it'll be no problem.

If the CAGS is disabled by JUST removing the plug then (at least in the OBD1 cars) a trouble code will be set and stored in the ECU but the CAGS "failure" will not set an SES light. This could be a problem in states where exceeding a certain number of stored codes will result in a failed inspection. The 2K ohm resistor is the best solution for this annoying "feature". Just double over the resistor ends and insert them into the female connector, then tape it up and out of the way on the top of the tranny. When the resistor is used to "fool" the ECU no hidden failure code will be set.
