Starting problem

Starting problem - C'mon, help please! Ideas???
I have a '94 Z28, 5.7L, automatic. I am having trouble (intermittent) starting the car. When the ignition switch is turned, sometimes there is a delay before the starter engages, sometimes not. When there is a delay, there is no clicking (as when the battery is low). I changed the battery, starter, and even the battery connection bolts. The idiot lights come on as usual when the key is turned, and there is less current draw now (as indicated on the instrument panel voltage meter) when the key is turned than there was before changing out the starter (I thought the solenoid might be the problem). BTW, the ignition switch was changed out about a year ago, along with an engine tune up.
I've cleaned the battery connections etc. with a wire brush and relanded them.
Any other ideas??

Well... When my starter was about to die, I had problems starting it every once in a while. The thing wouldn't even crank. After a 10min jump from another v8 once, I got it cranked up. Other times it would start after about 15min of trying. All of a sudden, the starter took a crap in a K-Mart parking lot.
