Squealing + Coolant Issues

I'm hearing a squealing sound that perfectly matches the RPMS around the Belt area. I've just started noticing this sound after I changed my Water Pump... I'm hoping it's just a bad belt as the current one was only a Valuecraft and has been on there since November 2005. But last time it was my belt, I clearly remember the squealing STOPPING after the car warmed up. In my current case though it always squeals regardless of how warm or cold the car is and the faster I go, the louder it is... I'm going to replace the belts anyway since it's old, but how can I tell if it's a belt or a pulley? Sounds loudest near the Power Steering Pump.

As for the coolant issues, I replaced my water pump recently with a NEW one from Advanced Auto... I can't find any leaks since I've replaced my water pump yet everytime I come home and check my antifreeze, the radiator is only half full and the engine bay reeks of antifreeze. I can't tell if it's because of spilled antifreeze from the times I filled it previously or when I changed my water pump itself or if it's really leaking. I felt under the Thermostat too and it's completely dry so I doubt it's the thermo. No cracks in the hoses. Any ideas? I'm hoping it was just negligence and maybe the system wasn't completely full because I seriously don't want to have to replace that Water Pump again...

Spray some WD40 on the belt with the engine running. If the noise goes away, and slowly returns, replace the belts.
