What the heck is this wire?

On a 99LS1, What is the wire that bolts on the left (passenger) side of the block, right before the head cover, underneath the EGR pipe coming out of the top of the throttle body.

it's a black wiring that bolts (looks to be grounding) to a bolt on this part of the engine.
When i had my engine rebuilt, the rebuilder forget to ground this back down....what the heck is it?

It's underneath the EGR pipe that comes out the top of the throttle body of the ls1 {black breaded tube} right where it bends, look underneath it to the block - very close to where the head covers bolt on..you will see a threaded prong with a bol and a large black multi-cord wire attached to it.

Ok, I have some pics.

HERE

and HERE (Close Up)

It looks like it connects to some metal bracket which comes off that black, oily tube. No idea what it is for.

I'm not sure, but I swear to God I had a dream about this last night. That wire was disconnected and the car wouldn't shut off. When you turned the key back, he idle would lower and the steering and brakes wouldn't work. Weird huh??!?!
