It wasn't the gear ratio, it was the speed rating of the tires it came with. Reprogramming is the only way to change the speed limiter. Consider a mail order tune rather than a Hypertech (especially don't buy a new one-waste of money).

The setting is in the tune, and must be retuned. You have an A4. If you can pick up a HPP for extremely cheap, it will let you change the top speed limiter, gear ratio, tire diameter, shift points, rpm limiter, etc. Otherwise, either get a tune or purchase a tuning program and open the world up to you. The "performance tune" in the HPP is a joke, I tested it myself and found no difference at the track.
The tires and the gear ratio were tied together, IIRC. If you got the performance package, you got a 3.23 ratio, high speed tires, and a higher top speed limiter. But that was a long, long time ago, and my memory has faded.

i had a 94 trans am with a 2.73's and a 110 speedo. it wasn't speed limited that i knew of. i had swapped the rear for a 3.23 rear and the speedo read a little faster then you were going but i have had it pretty well up in rpms in 4th gear and it never shut off speedo was buried. on a track of course..
