The 383 needs more air, so unless you give it some, you might be spending a lot of money for little power increase.

Unfortunately rarely is "everything else equal", even in the 383/355 world.

I'm gonna skip all this stuff and speak from experience. I threw some bearings on my stock LT a month ago. I considered both and looked into it heavily. Everyone here is comparing apples and oranges. Jona kinda hit it on the head. They all are right in their own way. But anyway I'll try and answer both questions you have.
It would be cheaper to build the 355 because you wouldn't need a new crank, they could just cut the old one if needed. But my crank was screwed so I had to toss it (why I went with the 383 ). But there was a lot of hidden costs. To get the most of the 383, I had to get a bigger TB, decent cam, 1.6 rockers, beef up the tranny, larger injectors and most of all the heads. Not to mention some other lil stuff here and there. Granted there was things I added that I didn't need but go figure. Also I'm sure some of these mods I would have put in anyway if I went with the 355.
The bottom line is this......like anything else it all comes down to what you want. But the main consideration is the old "CASH" thing.
But yeah all things being equal of course the 383 will be stronger not more so because of the C.I. but the torque it puts out.
The key there is "ALL THINGS BEING EQUAL"

perhaps i should have explained ceteris paribus in the context of my argument. i guess my logic that it would still be ceteris paribus if things were proportionate doesnt make sense...(it made sense to me ).
i figured that price wasnt an issue here...he just wanted to know which would be faster if properly "fixed up."

They both have their advantages. I went with a high reving 355 ...seems to be doing pretty good. Several have stated it right though..the hp is in the top end. Give the exact same setup you won't see I big difference in a 383/355. A large cam in a 355 is gonna be tamed down in a 383. The 383 will need more air...which means the heads need to be better...which brings in the factor that you will need more cam to flow the air. Its really apples to oranges. Saying that.. a well thought out engine...with different parts for each according to their total setup...the 383 will make more power in my honest opinion.
P.S. I've beat so many stroker lt1s and big bore ls1s it crazy...like I said total setup.

I asked this exact same question a few weeks ago and didn't get one damn reply. A fellow board member, Flyboy82A, is wanting me to build an engine for his 93Z this winter. He mentioned wanting to do a 383 but I mentioned a 355 with Total Engine Airflow's 11 second head/cam package. Anyone know anything about this package? I know they are a very reputable shop.
