Are you talking about the car being "detuned" from the factory, or from the previous owner? With a stock or bolt-on car, an aftermarket tune is of benefit and can free up a decent amount of power, gains of up to 13hp at the wheels as noted by one tuner. You might want to make a "signature" as well with some basic info on your car, year, make,model, and modifications, if any.

No one would have touched it after the car left the factory to make it slower. Im sure a lot of parents would like to do this to there kids cars. The is more horsepower that can be unleashed since the factory tuning is very conservative and you can add 10-15 hp if your lucky with an aftermarket tune. If the car has a lot of miles it might need a tuneup but i have never heard of a tunedown.

no i was talking about the factory tunning it down its got little over 100000 miles what do guys think about a supercharger i herd the stock engine can take like 8psi i'm just trying to figure out the best way to get some hp after a tune up

What kind of engine swap do you have in mind? What are your goals for the car? How much are you looking to spend? You're kind of on two different ends of the spectrum, first you want to supercharge your stock engine and then you're thinking of an engine swap. Give us some details of exactly what you want to do. Modding isn't cheap, stuff adds up quick, if you don't have a clear goal of what you want to do, you'll start wasting money very fast.

Yes LT1 equipped vehicles from the factory were somewhat restricted, I guess you could say. Unless you have an SS/firehawk with the SLP exhaust, your stock exhaust is restricted, dual cats were also added to cut emissions. Like suggested earlier josefiak3, you need to use a signature telling us the info about your car, like everyone else here has in order for us to help you.
