I think it might be the VATS. Take a look at SHoebox's page for details...

Are you using the 95 engine wiring harness or the 1997 engine wiring harness? You're going to be dealing with some fun stuff because 1995 is OBD1 and the vehicle is OBD2. You'll need to go to shbox.com and compare all the connector harnesses. I only looked at C100, C105, and C210 and in 1995 to 1996-1997 they changed where the PCM gets it's power from:

C100 - Cavity "D" 1995 is the Power feed from PCM fuse #8 to PCM, 1996-1997 it's not used
C210 - Cavity "C" 1995 is 'info not known', 1997-1997 it's Power Feed from PCM Bat Fuse to PCM

It doesn't need a crank sensor to run and the opti is the cam sensor. Since you're using the engine 95 setup, the problem isn't a mismatch there. What do you have....does the engine turn over? Is there spark? Can you hear the fuel pump run and does it have fuel pressure?

You sure your injectors are good? I've seen it multiple times with engines that sit for a while, the injectors varnish over and get clogged and don't fire. Put 12V across the injector and see if you hear it 'tick'. No tick = clogged injector.
Another point of failure is the opti harness connector. Make sure it's nice and clean, and not corroded or broken.

Check the injector fuses just to be sure. But I really think you're going to have to trace the wires going to the injector fuses through C100 plug on the passenger shock tower. It's more than likely a wiring issue. When I did my engine swap from a 94 v6 to a 95 v8 I had to splice in the wiring for the injectors.
