Every track I've ever been to will give you the boot for having the A/C on. It will drip water onto the starting line, and cause massive problems for you and the next couple guys who run. So make sure it's OFF.
As for the effect on 1/4. No it doesn't have any effect. A WOT condition set in the computer causes it to disengage the A/C compressor clutch. It comes back on it's own after it see the go pedal lifted.
Now if it were broken and STUCK on, then thats a different story...

Well its not stuck on, its just that it's like the AC clutch is allways sticking, causing my belt to squeel. I would never go down the track with the AC on either.

Yea I would guess maybe a couple mph's. You might not want to do this but I know some people just take the damn belt off. Make sure you have a good battery though. I'm sure this doesn't help just my 2 pennies.

Are you sure that the pulley isn't moving? The A/C clutch, when disengaged does not move, only the shell where the belt actually rides spins, so it may give the illusion that it isn't moving. Take a closer look. What you decribe pretty much never happens.

my understanding is the clutch is SUPPOSED to occasionally engage to keep the bearings from going back. But not that frequently. You could do what i did - just unplug the compressor then it will never engage.
