The Hydra Rev kit does not contain valve springs. It is a device that applies additional spring pressure to the lifter bodies and (in theory) allows higher revs without using stiffer valve springs. There are a number of people who report using stock springs with 1.6 rockers. I never personally did the measurements, but by the specs using 1.6 rockers would put the stock springs quite close to coil bind. But as I said, many have reported doing this without problems.
