Arp shaft question!

Arp shaft question!
here is what i have
Oil Pump- GM#12555884
oil drive/gear-GM
Oil Pump Shaft- ARP #1347901
my question is, why is the ARP shaft loose? the stock one seems to snap into place and will stay in place even though it has some play in it. However, the ARP one will not snap and wont stay in place. is this right? what am i missing?

Stocker uses a plastic sleeve that is tight but can become brittle and a few have broken over the years.
Personally I use the Melling shaft, half the price of the ARP because it oesn't have so much marketing to pay for.
Only reason the stocker snaps in place is for easier assembly line assembly.
