As mentioned above, that would be enough to cover a cam install. You would most likely get the best bang for the buck from a nitrous setup. A 1000-1200 dollar budget will easily get you a setup with all the bells and whistles.

but at the samne time you need gears, maybe stall if its auto and headers to see the full benfitof a cam swap... if he has none of those things he should be spending his money there.
CAI, 1.6 RR, Headers, Full exhaust... maybe a tune...
then I would go with a cam swap. And you need to get a tune AFTER the cam swap too.

CAI, Exhaust ($800-900) right there.. cam swap + tune... then eventually gotta do heads and intake porting
and wolla ur a full bol on car time to go nitrous
ya i know i didnt list all the bolt ons but those are the best/ u can do elec wp, better ignition, maybe a new tb but all those are just squeezing HP out of ur engine
