yea id say that looks more blue than white
Also, as for the whole white smoke thing... any vehicle will blow white smoke when the outside temperature is pretty cold... although i do live in mn so what is considered cold may differ from my opinion

You could always do a compression test on the motor and a pressure test on the cooling system. You could guess as to what it is all day long. Is there water in the oil or on the cap of the oil fill. Does it smoke all the time. Can you smell the smoke.

i can smell the smoke when it does it an it smells really bad i would do a comp test or test the colling but i dont have the stuff to test it an im not looking to lose my car to the shop right now havent check for water in the oil yet

looks like valve seals to me. if it only puffs blue on start up after it has sat for awhile, I wouldn't worry about it.
They aren't that hard to replace, a little time consuming, but not difficult.
