if it goes to the floor it;s not the pads.. worn out pads will extent the poistion and cause a low pedle.. not a dead peddle.
even if the fulid is full doens;t mean you do not ahve a leak, look where the master cul meets the power boster and look for mositure around the mating point. if it;s wet thats a sign of a bad master.
check all the lines and bleeders.
make sure that everything is healthy for the bads and calipers but you say one is stuck so you might have a few problems to look at

To respond to your original post....
Its Either Bad Master cylinder, a Leak, or air in your brake system.
If you havent touched anything on your brakes system (bleed brakes, ran low on fluid) then I would say its Master Cylinder or a leak. Do you have to pump your brake pedal to regain pressure? then its your Master cylinder. Does the pedal slowly go all the way down? then it may be a bad Master or a leak somewhere.
first things first.. Fix that frozen Caliper first. Check for leaks everywhere... and last replace and properly bleed the Master Cylinder. Now remember the new/remanufactured Master Cylinder has to be primed properly even before you put it on the car else you will have to do the Job twice.
