can a speed sensor be tested?

When your speedo won't work, it's either a speed sensor problem, faulty cluster or simply a wiring problem right?

But can a speed sensor be tested with a multimeter for voltage output while simulating driving with the wheels off the ground?

Just trying to eliminate some possibilties.

i know in a chyrsler you can unplug it and use a jumper wire and rapidly plug and unplug the jumper simulating the voltage wave and watch the speedo for movement.

But I would asume that yes you could read outgoing voltage if your meter can keep up with the drops. lemme look over a diagram and see if I can be more specific
