Since electrical tape was used anything you put on is going to feel sticky. Get some form of solvent and clean off the residue from the electrical tape before you put whatever replacement elbow on. Throttle body cleaner should work fine. If not autozone carries a "Gasket remover" spray that should do it just be sure to follow up with TB cleaner because the gasket remover spray WILL eat your new rubber elbow.

My stocker and my 1LE are both the same thickness and same part essentially. The part numbers for 1LE and stock are both stamped on it.
Just measured the 1LE and stocker. 1LE thickness at the TB 0.26" stocker thickness at TB .27". stock is .01" thicker than the 1LE measured with dial calipers properly zero'd. This includes the lip I do not have the tools in my toolbox to measure past the lip however my neighbor should and I will try to borrow his calipers tomorrow.
