Do 17x11's fit on a stock 98

Well... always nice when us LT1 Tech guys help out the LS1 guys.... .
The 17x11 wheels, with a 50mm offset will fit in the back. Some people have found they have to cut the corner off the jounce bumper bracket, so it doesn't catch the inside of the rim when you jack the car and the wheels drop, and some have found they need to hammer the inner fender liners a bit. If the body isn't properly centered over the axle, it may be necessary to re-center it with an adustable panhard rod.
The only time I have seen 17x11's on the front was on an Auto-X setup, and I believe the indication was that it required spacers to keep the wheels away from the steering knuckles. That puts them quite a ways outside the fender line.
Most people are happy with 17x9.5" front, 17x11" rear.
