Do brass brake fittings wear out?

Do brass brake fittings wear out?
I had to redo my brake lines and am having a hell of time trying to get one of the connections to seal. It's a brass inverted flare fitting. At first, I suspected a bad flare (single), but after reflaring it, it still won't seal. Could I have worn out the brass fittings by overtightening them?
