Ok I got the car running today and fired right up, no issues..
Well there was one but not with the car. I went to the MVD to renew my tags and I need to pass emissions..
As of right now my setup is PaceSetter LT's and a summit universal H pipe.
My question is if I put 2 cats in, one on each exit on the hpipe with a turndown at the end of that should I be in good shape? Also AIR pump is gone but I have everything but the headers arent emission hookup. And as far as EGR that was tuned out.

The farther the cats are from the engine, the cooler they will run, and the less effective they will be. AIR should not be an issue with tailpipe emissions, since most dyno routines do not test from a cold start, and that's the only time the AIR pump runs. EGR may cause a problem with NOx emissions, particularly if you are running hot or running lean.

As far as I know smog shops don't plug in for OBD1 cars, they run inspection and the sniffer. If you can find a shop that doesn't do the inspection, or one that doesn't know what to look for, you have a chance at passing.

Thats probably why. Generally, OBD-I has to do the sniffer, OBD-II just has to do the plug-in. In Illinois, life got easier for the OBD-I cars, they no longer have to satisfy emissions testing.
