Failed Emissions Test

So as of right now i just failed the emissions test on my 95 z28 and i was wondering if someone could help me out....the two i failed were on the idle part
Hydrocarbons 300 it should of been only 220
carbon monoxide 1.36 should of been only 1.20

what does this mean???? my cat and muffler was gutted out...is this the problem?? should i buy both or will one resolve the other......??thanx

A ungutted cat would fix it, but thats just me.

Ya, I think having a gutted cat could be the main problem - put a good one on and you should pass with flying colors.

Unless you into the whole noise thing, stick a high-flow cat (about $75) on and it will breeze through.
