I would put it back on, I dont know what its there for but it must be there for a reason. Double check all your plug wires to make sure they are routed correctly. Since you just got the car running again and had things apart there is a very good chance it is something simple. I cant tell you how many simple things I had wrong with my car that made it run like crap.

The next thing I would do is check to make sure none of your wires got burnt or your plugs are all in good shape. Then work your way up from there.

The pan under the intake keeps hot oil off the bottom of the intake, where it would preheat the air entering the combustion chambers, and helps prevent oil droplets from getting into the PCV passage on the bottom of the intake.

If you have no activity on the sensor, its not allowing the PCM to use closed loop learning to modify the fuel injector pulse rate to get the A/F ratio correct. It needs to be replaced. You might want to swap the pre-cat sensors side to side to make sure its a sensor problem (code follows the sensor) and not a wiring problem (code stays on Bank 2).
