Fuel Problems. FPR/Pump or both?

I have narrowed my problem down to a fuel issue. I have measured with my fuel pressure gauge and came up with these numbers.

Vacuum line on:
Ignition on: 28 PSI.
Idle: 30-36 PSI. Cannot get an accurate reading. Gauge in rapid fluctuation.
Ignition off: 36 PSI. Sometimes it goes climb past 40.
WOT: 32 PSI.
Bleed down time 36 PSI - 0 PSI. 24 Minutes.


Vacuum line off. No fuel in vaccum line.
Igntion on: 30 PSI.
Idle: 26-40 PSI. Cannot get an accurate reading. Gauge in rapid fluctuation.
WOT: 36 PSI.

Few little notes.
When I am under hard acceleration there is a rapid fluctuation 20-40 PSI. After I have let off the throttle it drops down to 32 PSI. Not always.
Whenver I turned the vehicle off the fuel pressure sometimes climbs. I sometime hear the pump prime and sometimes it does not. The vehicle starts a lot faster when I put the throttle to the floor.

Am I looking at a FPR or a pump problem? Or a combination of both?

Fuel pressure should not be bouncing around while holding the throttle steady. Sounds more like a fuel pressure regulator to me. Is there any fuel in the vacuum line when you pull it off?

Nah. That was the first thing I checked. I have been looking into a new regulator. The one from Holley looks promising. I would like to add a pressure guage on as well. Anyone know if the one from Accell will fit the Holley? And what kinda additional fittings do I need?
