Heads to come off..should I keep these LE2 heads with the LPE 211/219 cam?

do you have any more info on the set up?
You should list it all out......you have a problem somewhere, a serious one. Might be an easy fix. You just need to look into it. I don't see why that cam with those heads if the numbers are right shouldn't make 360 at least.......

2.0 / 1.56 valves
Kooks 1 7/8 stepped LTs into dual 3" cats true duals over the axle.
Port matched intake
Stock TB (Did have a 58mm Holley)
LT4 HD chain
1.6 Comp pro mag rockers
Stock injectors
Stock gear driven wp
New GM opti
Did get some spark retard but have tried as high as 38 degrees WOT with the knock sensors tuned out just for 1 pass but no significant difference in times. The valve guides have started making enough noise at exactly 1800rpms that it sets off the knock sensor now so it time to tear it down.
I've also tried the lifter preloads from 1/8 turn to a full 1 turn, seems that 3/8 turn past 0 lash worked the best.

You can see the dyno numbers in my sig for stock heads and cast iron exhaust manifolds. I've not been back on the dyno yet but I'm hopeful to see 360 rwhp with heads and SLP shortys. My Crane 104227 is very close to your cam.
And maybe even 361 rwhp with corrected rocker arm geometry. LOL

I think I still have them on my laptop in the garage, I'll try to locate them tomorrow, but there wasn't anything that stood out on them to me. I don't claim to be a tuning genious by any means but can pretty accurately tune the fueling for non-PE, PE, timing, and shift points and use a wb for tuning WOT. I seem to make it all work on my truck and GN. Truck puts down 283rwhp with only the LPE cam and everything else stock LT4 except LTs and true duals..and thru an A4 with a 2 piece drive shaft.

Nothing seems right at all here. Seems like you bought a nice set of ported heads and the shop put on some stockers.
I have 3.23s with minor port work and the 227 cam, your car is superior to mine in almost every area. Your times should be a hell of alot better then mine

Headers are too big for your setup, but that's not costing you 60rwhp. I made 352rwhp with the crane 227 and ~240cfm heads with the a/f in the 11's with my mail order tune. Trapped 115mph just bogging it to a 2.0 60. I'de expect 360+rwhp out of that setup.

I think it was in this thread that several mention that cam and the 211/219 and how they tend to love the stock unported heads, thats kind what gave me the though that these heads may be reducing the velocity too much in the runners.

I have LPE CNC LT4 heads that reportedly flow about the same as what you've posted with a little more exhaust (213 @ .600) and have ran a best of 115mph with all supporting mods (including port matched LPE intake/excluding cats) in a 3750# car at a zero elevation track.
I ran these heads/intake w/ the stock cam and was able to pick up 5mph consistently (with all supporting mods).

I'm sure they are not stockers, there were some numbers stamped on them that are on these heads, and I've had the intake and headers off since they were installed and they are all ported, not to mention I've changed the valve springs and the valve stems are the taller stems on the bigger valves, and I know the shop owner very well.

I'm thinking I'll take my stockers and have them ported and cleaned up by one of the reputable companies to match the cam I have...if it doesn't change anything then I'll end up with a spare set of heads that are fully ported.
Lots of responses but still nothing pointing me to a specific direction that hasn't already been covered.
Something else worth noting is this car was a dog in stock form compared to other stock cars, ran around a 9.3-9.4 at 75-77mpg in the 1/8th stock, but had lots of tire spin on the 1-2 shift and 2.1 60', never ran it with sticky tires back then. I remember posting the gains for just installing LTs as it cut .2-.3 off and lot of folks claimed something was wrong with the car back then for only running those times in complete stock form, but the bottom end holds 190# compression in all the cylinders so nothing seems wrong there and that is the only thing common now in its current setup.
