Help, faild smog

So i went into get smog tested today here in California and i failed. My HC's failed, with a measured 116 and a max of 83. My NO failed as well with a max of 689 and a measured of 781. This was at the 15 mph test. I was fine on the 25mph test though i did measure 46 HC and the max was 48.

I have a 94 Z28. It has BBK shorty headers and y pipe. Flowmaster muffler. I have also done the throttle body coolant bypass, cai, Madz28 tune, and a 160 t-stat.

The tester asked me about the headers, which the previous owner did and so i know its passed with those before, and tehn he asked me about the t-stat, which i owned up to. He said that was probably the problem as the car wasnt getting hot enough. I didnt tell him about the tune.

I was thinking of reflashing the stock tune, and putting the 180 t-stat back in and trying again. What do u guys think?

Ok, so i decided to go ahead and do it, and when i removed the intake elbow, i noticed that there was some sort of oily smudge inside, on the throttle body side, looks like the throttle body spit something up back into the elbow. I glanced at the throttle body and notice some slight oily buildup. Should this concern me?

and does anyone know what size the bolts are for the thermostat housing? I kinda feel stupid asking.
