Help SES light is on

I got my car scanned and the code is reading P0160 heater circuit, bank 2 sensor. That is the passenger side post converter O2 sensor. I have gutted cats but the guy I bought the car from had the computer programmed to not read the cats. I have had the car for 1 year and no SES light. But for whatever reason the SES light is on now. So I bought 2 O2 simulator post cat sensors and installed them. The light is back on and the same P0160 code. What the heck is going on? I need help!

the heater circuit has nothin to do with actual 02mv or 02 readings.
4 wires to your 02 sensor.
2 of them are for the 02 sensor heater. this heater lets the 02 warm up quick and do its thing. On those 2 wires you have ground and 12V to activate the heater. I would check those 2 wires for an open or short. the 12v usually comes from a fuse and the ground usually comes from the PCM.
