All depends on what parts you get and how much labor you put in (as opposed to paying someone to do it). You're going to need full bolt ons for sure, a new rear, and some sort of power adder (IE cam, h/c, sc, nitrus ect.)

Big cam and heads aren't mandatory - smaller cams and stock heads have hit 11's. Go for a matched combination and don't skimp on the suspension - it's extremely important.
I'm getting fairly close - first run out this year was 12.360 - car still needs tuned and some weight reduction. May not hit it - actually not even shooting for it but the car runs pretty damn good right now for the cam and stock heads.

a lot depends on the car and how well it reacts to mods. i have a completely stock suspension, stock heads with 3angle valve job, stock valvetrain, stock block and cam and bolt ons and a really good computer tune and with et streets i can run a 12.6 at 111mph.. spinning with street tires i still pull 12.9
with my setup im hoping to get to low 12s and maybe high 11s just with an off-the-shelf cam and 1.6 roller rockers (maybe 1.7) and some suspension work. if you can drive your car and you pick the right bolt ons then high 11s is fairly simple
